Who gives Cye that ridiculously beautiful voice?Michael Donovan
Michael Donovan was Cye's English voice actor. If you watched the show in the USA, he is likely the voice you remember when you think of Cye. Coincidentally, he is Sage/Seiji as well! You can /somewhat/ tell by listening to their introductions in 'Shadowland'. But, with the added "Beatle's/Aussie Flair" to Cye's voice it does give him his own sound.
Other characters he is known for are:
Master Roshi (Dragon Ball), Sabretooth (X-Men: Evolution), Grey Hulk (The Incredible Hulk and She-Hulk), and Carnage (Spider-Man Unlimited).
It looks like Donovan has moved on the largely direct animated shows with a bit of voice acting on the side.
Nozomu Sasaki
Nozomu Sasaki was Shin's (Cye) Japanese seiyuu. Aside from the obvious language difference, Cye's Japanese voice is standard-sounding. However, it does match is character and is pleasing to listen to. We can debate on sub/dub all day long, but you'd be really missing out on the epic cheesiness of the English version if you only watch the sub.

Wow, just looking at his voice work is pretty impressive! Most of the animes he has been in are pretty well-known and well-received. He's been the crowned victor of the "Seiyuu Grand Prix" in which he placed first in a top ten for voice acting.
